Project 3-3-3

Project 3-3-3 is a federally-funded prevention and intervention program designed to address three health issues: Substance Abuse, Hepatitis, and HIV/AIDS for three Asian & Pacific Islander (A&PI) ethnicities—Chinese, Filipino, and Vietnamese—living in the three peninsula counties of San Francisco, San Mateo, and Santa Clara.

Our mission is to strengthen our communities’ understanding of the relationship between substance use and the spread of HIV/AIDS & Hepatitis. We want to encourage and support A&PI adults’ informed decision-making regarding their health and wellness. Toward this end, the program strives to meet the unique cultural and individual needs of the participants in our activities.

The goals of Project 3-3-3 are to:
1) Prevent Substance Abuse, HIV/AIDS, and Hepatitis among Chinese, Filipino, & Vietnamese adults living in the Peninsula counties of San Francisco, San Mateo and Santa Clara;
2) Describe risk behaviors for target population; and
3) Encourage and provide HIV testing and Hepatitis screening.

Community Outreach. We conduct outreach at venues frequented by the Chinese-Filipino-Vietnamese communities. We provide health education materials; HIV testing, Hepatitis screening, and/or referrals to other service providers; and administer a Risk Behavior Screening Survey to interested A&PIs.

Risk Behavior Screening Survey. We guide participants through the Risk Behavior Screening Survey, a 10 minute questionnaire that assesses risk behaviors in which individuals engage, build a health profile for the Chinese, Filipino, and Vietnamese communities, and identifies a client’s eligibility for Project 333. To date, there is limited or no HIV/AIDS, Hepatitis, or substance abuse data reporting A&PI populations by ethnicity.

HIV & Hepatitis Screening, Vaccination and Treatment services. We encourage and provide confidential Hepatitis C & rapid HIV counseling and testing at sites in all three counties and on-site mobile testing where available. Limited case management and medical treatment referrals are given for HIV or Hepatitis A, B, C infected individuals. Referrals for Hepatitis A & B screening and vaccination referrals are provided to all A&PIs met by project staff, as well as treatment referrals for those who are experiencing problems with substance use.

Fun interactive workshops and social groups. At the heart of Project 3-3-3, we are running 5 module sessions focusing on building healthy behavior choices to prevent disease among high risk individuals. Participants will be grouped by ethnicity, risk behavior, and/or age. The sessions aim to motivate participants to understand their behavior and the associated risks, challenge group norms, set personal goals, learn refusal and safe sex and other health maintenance skills, establish a healthy social support network, find healthy alternative activities they enjoy, and learn how to deal with challenging situations.

Capacity building. To improve and enhance HIV/AIDS, Hepatitis, and substance abuse prevention services for A&PIs in the Bay Area, project 3-3-3 is partnering with Asian and Pacific Islander Wellness Center’s FLARE Project (Fostering Leadership for Asians & Pacific Islanders through Research & Evaluation) to develop materials and train healthcare & social support providers. We will enhance cultural competency in addressing the health and social service needs of A&PI communities.

We value each client’s right to privacy and discretion. Individual involvement in Project 3-3-3 is kept confidential and is entirely voluntary throughout the program.
